Laws and regulations for electric scooters
Regulations for electric scooters in Sweden 2024: An important guide for users.
Using an electric scooter is an easy and environmentally friendly way to get around the city. To ensure both your own safety and the safety of others, it is important to know and follow the rules that apply in Sweden for these vehicles. Here is a summary of the current rules for 2024.
Classification & speed limits.
Electric scooters are classified as follows:
- Electric scooter : Engine power maximum 250W and maximum speed 20 km/h.
- Moped class II : Engine power over 250W and maximum speed 25 km/h.
- Moped class I : Engine power over 3000W and speed over 25 km/h (registration plate required).
Are the same rules for all electric scooters?
An electric scooter is considered a bicycle if it has a maximum speed of 20 km/h and a motor with no more than 250 W. At speeds above 20 km/h and a motor stronger than 250 W, different rules apply. The next category is Moped class II and then Moped class I. To be classified as a moped, technical requirements must be met, including brakes. Simply put, if the electric scooter reaches up to 25 km/h, it is classified as Moped class II. If it reaches a speed above 25km/h and has a stronger engine than 250 W, it is classified as Moped Class I. For Moped Class I certain other rules apply:
- A driver's license is required, so-called AM authorization.
- The vehicle must be registered.
- Helmet compulsory.
For Moped class II, a driver's license for the electric scooter and the use of a helmet are required. If your electric scooter does not meet the requirements for bicycle, moped class I or II, it must not be used on public roads.
Equipment & safety.
To be legal, all electric scooters must have:
- Working brakes
- Front and rear lighting
- Reflex
- Bell or horn
Lighting must always be switched on when it is dark. Helmets are mandatory for users under the age of 15, and it is highly recommended for everyone, especially in urban environments.
Where you can drive.
Electric scooters must be used on cycle paths. Driving on sidewalks and footpaths is prohibited to protect pedestrians. When parking, it is important not to block footpaths or other public areas.
Age limits & responsibilities.
All drivers must follow traffic rules and take responsibility in traffic, just like when cycling.
Alcohol & drug effects.
It is illegal to drive an electric scooter while under the influence of alcohol or drugs. This increases the risk of accidents and is strictly prohibited.
Maintenance & care.
Regular maintenance is essential for both safety and performance. Check brakes, lighting, tire pressure and battery level regularly.
Respect the environment & fellow road users.
Show consideration for the environment and fellow road users by following traffic rules, respecting pedestrians and avoiding careless driving.
Insurance & liability.
As of January 1, 2024, insurance is required for electric scooters that go faster than 20 km/h or have an engine power of more than 250W. It may also be wise to take out insurance for electric scooters that are not covered by this requirement for protection against theft and damage.
